Yes, you can, most of ROMs and emulators for free, but piracy and frowned. Personally, I play Japanese game ROM to get an idea before they decide whether I want to buy. Currently, all the ROMs are on my R4 games I paid for the business itself, and are basically saving games, so I do not think the DS car, anywhere.
